I doubt they were "highly" trained. Its what happens when a society allows just about anyone who wants to own a hand gun. When we allow our children to play with "toy guns", point them at other people, pull the trigger and teach them to play war they don't learn to respect the real thing. Military members are highly trained in weapons and are very aware of the dangers. It's when you mix alchocol and poor judgement that these unfortunate events occurr.
